Dominic Cardy Urges Assurances on Canada’s Sovereignty Amid U.S. National Security Strategy Shift-Open letter to Ambassador Hoekstra challenges U.S. policy direction and defends Canada’s independent choices

Toronto, December 15th, 2025 — Dominic Cardy, Leader of the Canadian Future Party, has issued an open letter to U.S. Ambassador Pete Hoekstra to raise concerns about the December 2025 U.S. National Security Strategy (NSS) and its implications for Canada-U.S. relations.

Cardy’s letter acknowledges the deep friendship and shared democratic traditions between Canada and the United States, while noting areas of concern in the NSS that could affect trade, security cooperation, and democratic values. He emphasizes the importance of clarity and reassurance to ensure Canada’s sovereignty and independent decision making are respected.

“Canada and the United States are strongest when we work together as equal partners,” says Cardy. “This letter is intended to open a candid dialogue about how the new U.S. strategy will shape our cooperation, and to reaffirm Canada’s commitment to democracy and sovereignty.”

The letter asks Ambassador Hoekstra three urgent questions:  

- Can you reassure Canadians that the United States will not use trade access, security cooperation, or intelligence partnerships to pressure Canada into U.S.-directed resource development, procurement, or industrial policy—and that Canada’s decisions will be respected as the sovereign choices of an equal ally?

- How can the United States reconcile abandoning democracy as a universal principle while reserving the right to shape the democratic character of allies through direct interference? Can you confirm Canada will not face ideological litmus tests or political interference from Washington?

- What concrete assurances can you provide that Canada will not be left to absorb the consequences of U.S. retrenchment or, as in the case of the China AI chip deal, transactional swings in American policy that increase instability?

Cardy stresses that Canada seeks a confident, democratic United States that continues to strengthen alliances and institutions. He notes that open dialogue and mutual respect are essential to maintaining the close partnership between the two countries.
